Onshore Base and Warehouse Manager

Purpose, core activities and scope of the assignment

The purpose of the assignment is to manage and coordinate the Onshore Base in Eemshaven for the Nordlicht cluster offshore windfarm under construction. The Onshore Base supports the Construction Management package with interim maintenance and comprises the Construction Management's onshore logistics, warehousing and operational support activities at the harbour. The Onshore Base Manager (OBM) shall coordinate onshore-base logistics, material handling and operational readiness for offshore scopes executed from a Construction Service Operation Vessel (CSOV) and Crew Transfer Vessels (CTVs).

Core activities include:

  • Managing day-to-day Onshore Base operations.
  • Coordinating the preparation, administration and timely delivery of spare parts, tools, consumables and equipment for offshore works, including unloading, inspection and return shipments using suitable forklift and manual-handling qualifications.
  • Supporting, coordinating and organising CSOV and CTV port calls and associated harbour logistics with the Port Agent and other stakeholders.
  • Participating in Marine Operations' daily progress meetings, project weekly meetings and construction priority meetings to align Onshore Base activities with offshore requirements.
  • Coordinating and cooperating with the Construction Management Package team and the CSOV-based Offshore Site Manager and Warehouse Coordinator.
  • Coordinating interfaces with the warehouse provider, customs, access and security contractors, Operations & Maintenance, suppliers, contractors, the Port Agent and other harbour stakeholders.
  • Administering customs documentation where required and maintaining accurate Onshore Base warehouse inventory records for imported and exported items.
  • Administering and handling hazardous and dangerous goods in accordance with applicable requirements.
  • Leading by example on HSE, including site safety walks, toolbox talks and intervention where safety or quality standards are not met.
  • Supervising personnel assigned to the Construction Management scope at the Onshore Base.
  • Acting as the operational focal point when emergency response arrangements affecting the Onshore Base or associated harbour operations are activated.
  • Hosting project personnel, contractors and visitors operating from the Onshore Base.

Desired end results, intermediate results and deadlines (SMART where possible)

  • Maintain an operationally ready Onshore Base that provides reliable logistics, warehousing and operational support to Nordlicht offshore construction activities.
  • Ensure materials, tools, spare parts and equipment are prepared and available in line with offshore requirements and vessel schedules.
  • Support, coordinate and organise all planned (and unplanned) CSOV and CTV port calls at the harbour, including associated logistics and bunkering activities where required, in time for the announced port calls.
  • Maintain effective coordination between offshore works management, the Onshore Base, harbour stakeholders, logistics providers and contractors, including participation in regular coordination meetings.
  • Conduct regular HSE observations and contribute to continuous improvement of safety performance at the Onshore Base.
  • Identify, escalate and follow up operational issues, risks and constraints in a timely manner.
  • Support safe and efficient offshore execution through reliable Onshore Base logistics and operational coordination.


Required knowledge and skills (qualifications)

  • Minimum 5 years' experience in industrial or technical operations and projects.
  • Experience in offshore operations planning, offshore logistics coordination or comparable operational roles.
  • Experience within offshore wind, offshore construction or oil & gas projects.
  • Knowledge of offshore operational troubleshooting and support activities.
  • Ability to coordinate personnel, contractors and stakeholder interfaces.
  • Strong HSE awareness and safety leadership skills.
  • Forklift license of some kind suitable for the site and valid driver's license (B).
  • Ability to understand and apply project documentation and procedures.
  • Familiarity with hazardous materials and dangerous goods handling.
  • Strong communication skills in English and preferably in Dutch.
  • Ability to work in an international project environment.
