Background and Context
The 2023 SIRA report identified Payment Service Providers (PSPs) as a top risk, requiring urgent attention. To address these risks effectively, we are looking for an independent project consultant who can coordinate and deliver key improvements. This project is outside the scope of regular business operations and requires a self-employed professional with proven experience in FEC, compliance, and project management.

Deliverables Completed So Far:
Assessment by FEC Sanctions on the sanction risks of providing services to PSP clients and processing payments with PSPs as counterparties.
Updated PSP CDD procedure and PSP questionnaire for onboarding and reviews.
Defined and implemented acceptance criteria for PSP clients, including minimum processing standards for high-risk merchant sectors.

Outstanding Deliverables:
Delivery of tooling to support Transaction Analysis (monitoring merchant/PSP behavior) – a dedicated project team is in place.
Implementation of enhanced Transaction Monitoring (TM) rules for PSP clients – currently in the testing phase.
Finalized list of red flags/risks for PSPs as counterparties and assessment of whether additional controls are needed.

Objective of the Assignment
The Self-Employed Expert (SEE) will be responsible for independently delivering the following:
A Transaction Analysis Framework
Adequate scenarios for Transaction Monitoring
Updated and adequate Expected Transaction

Profiles for PSP clients
These deliverables must be SMART:
Specific: Clearly defined frameworks and scenarios
Measurable: Completion of frameworks, scenarios, and updated profiles
Acceptable: In line with Wwft requirements
Realistic: Achievable within the timeframe
Time-based: Delivered within 6 months (with a possible 3-month extension)
Ideal Candidate Profile:

3–5 years of experience in FEC or Compliance within the banking sector
In-depth knowledge of PSP operations (experience at a PSP is preferred)
At least 3 years of project management experience
Strong stakeholder management skills
Fluent in Dutch and English (spoken and written)
Clear and concise communicator
Results-oriented and independent
Essential Requirements:

Not Looking For:

A “salesperson” who doesn’t deliver

Assignment Conditions:

The SEE works independently and only joins meetings that contribute to the project goals.
Location: Utrecht (hybrid work possible).
The SEE has autonomy over working hours and location, in consultation.
